THE CAMBODIA PEPPER SPICE FEDERATION (CPSF)​​

CPSF was established in November 2018 by several key players in the pepper sub-sector such as CPSA/Grow Asia, CIRD, IFC, Ministry of Commerce (MOC), and MAFF.

CPSF was created to be a national-level coordinator promoting Cambodian pepper and support body that functions for the benefit of local producers, processors, and exporters.

Since its establishment, CPSF has been working hand-in-hand with CIRD as co-lead and lead respectively for the Pepper Working Group, with support from the CPSA Secretariat.

The CPSF held its first General Assembly in June 2019 which was co-organized by CIRD and CPSA, and co-supported by HEKS and Grow Asia. The discussion at the Assembly focused on CPSF’s structure, operation, and strategic plan for the next five years. A total of 75 participants joined the event, including 34 pepper producers (from more than 10 provinces), 14 private companies, various representatives from MAFF, civil society organizations, and research institutes.

Our​​ Activities

In 2020, CPSF plans to organize a Pepper Outlook event, an opportunity to gather all pepper players in Cambodia and attract buyers, both local and international. Production-supporting actors such as government agencies, financial partners (such as banks, MFIs) and development partners are welcome to join.

WORKSHOPS/ EVENTS/TRAINING

Currently, export companies that operate a business for direct export from Cambodia to the end imported market cannot yet compete with export companies that operate a business for direct export from Vietnamese exporters due to processing and transportation cost, pepper trading volume, and trade facilities. Considering the above-mentioned issues, CIRD and HEKS in close collaboration with the Ministry of Commerce, IFC-World Bank, and Grow Asia as well as other key pepper value chain actors provided facilitation and support for the establishment of Cambodia Pepper and Spice Federation (CPSF) in order to have a national-level coordination and support body in promoting Cambodian pepper on both production and marketing aspects for the interest of local producers, processors, and exporters. 

We are honored to have our working group member, Ms. Soung Sopha from Sela Pepper Cambodia, represent Cambodia in the regional-level event on Empowering ASEAN Women in Agriculture. We see this as one of the first regional programs that the women from our network to partaking and share their insights in the agriculture sector in Cambodia.

On June 22 2020 the Cambodia Pepper and Spice Federation (CPSF) in cooperation with Cambodia Partnership for Sustainable Agriculture (CPSA) have conducted the CPSF operation meeting. There were 21 participants (5 female) who are from processing companies, exporter companies and farmers in pepper sectors. The purpose of this meeting is:
1. To update the activities of CPSF in early 2020.
2. To share about the pepper situation and the challenges from the community and the company during the Covid19 period.
3. To brainstorm and find resolutions for the pepper communities through CPSF.
4. To discuss the CPSF’s next action plan
At the meeting, Mr. Chan Sereiratha, Country Director of CPSA, also presented about “How to work together to support pepper sub-sector” as well.
It should be recalled that according to the Ministry of Agriculture, Forestry, and Fisheries, Cambodia has an area of 7,741 hectares of pepper and yields of approximately 20,551 tons in 2018.

On 29 January 2021, our Director Ratha facilitated a meeting with key actors in the Pepper subsector in Cambodia.
The topics actively discussed by participants were the following:
1- Key challenges for pepper export / international pepper market
2- How to improve buying capacity/investment of your company (Cambodian pepper)
3- Recommendations/suggestions for government interventions

"CPSF’s platform aims to bring Cambodian pepper directly to the international market where it is sold as a Cambodian product. Challenged by an overwhelming global market supply, CPSF plays an important role in coordinating different actors of the pepper value chain while finding coping strategies in order to sustain the pepper sector in Cambodia. To improve the livelihood of smallholders, we worked with several stakeholders to set up the pepper policy, enhance contract farming, and support farmers by making their farms more efficient and improving their pepper quality.”
